          Duties

          The major duties and/or responsibilities include, but are not limited to:
          • Responsible for all VAPAHCS furniture, fixtures and equipment (FF&E) building activations;
          • lead all FF&E procurement and transition planning oversight for VAPAHCS' major and minor construction projects;
          • plan, coordinate capital equipment, all non-recurring FF&E activities, warehousing, staging and the eventual installation of all VA furnished, VA installed (VV) and VA furnished, Contractor installed (VC) non-recurring activation items;
          • complete both qualitative and quantitative analyses;
          • develop budgets to support all recurring and non-recurring activation activities;
          • develop activation spreadsheets for each project, plan procurement obligations, budgets, resource requirements and other relevant financial analyses required to ,successfully activate new VA facilities;
          • develop executive level reports and presentations; and
          • manage and lead FF&E activation activities for all VAPAHCS locations. Work Schedule: Monday - Friday, 8:00am - 4:30pm

              To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

              GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: acting as a project manager and lead of multi-discipline teams to accomplish major construction and furniture, fixtures and equipment (FF&E) activation objectives. Plans and coordinates capital equipment, all non-recurring FF&E activities, warehousing, staging and installation of all FF&E. Formulates transition budgets, creates phasing and transition plans and facilitates communication and coordination with Office of Construction and Facilities Management.

              Must possess a Bachelor or Master of Science Degree in Engineering or Architecture from an accredited university.

              This position requires Level II Federal Acquisition Certification in Program and Project Management (FAC-P/PM) and Facilities Engineer in Construction (FEC) within one year of hiring.

              Expert level knowledge and experience in engineering/architectural concepts, principles, and practices applicable to the full range of construction.

              Expert level knowledge of contract law and contract administration principles as they relate to Federal Acquisition Regulations (FAR) regarding design and construction contracts.

              Ability to use computer programs and software including Microsoft Windows and Office Suite, Microsoft Project, AutoCAD, BIM, Revit and other modeling software.

              There is no educational substitution for the GS-13 level.
