Job Summary This paragraph summarizes the general nature, level and purpose of the job. In compliance with the hospital's philosophy, goals, policies, mission, priorities, and vision, the Director of Nursing Staff Resources is responsible for providing overall leadership, management and strategic planning for the Float Teams, Administrative Nursing Supervisors, and Staffing Office. The Director is accountable for the overall effective delivery of competent, compassionate, and efficient patient care on a 24-hours a day, seven days a week basis. In collaboration with the Associate Chief Nursing Officer, establishes the strategic plan, goals, and objectives; develops and administers policies; reviews guidelines, procedures, rules, and regulations; establishes priorities, standards, and measurement tools for determining progress in meeting goals; coordinates and evaluates activities; reviews and approves budget plans and monitors financial performance; human resources management; quality and performance improvement for the Float Teams, Administrative Nursing Supervisors, and Staffing Office. The director evaluates nurse staffing areas and spearheads establishing float teams, when necessary. Ensures compliance with all performance improvement processes and state and federal regulatory bodies. The span of control includes Administrative Nursing Supervisors, Float Teams, and Staffing office. Essential Functions The essential functions listed are typical examples of work performed by positions in this job classification. Must perform all duties and responsibilities in accordance with the hospital's policies and procedures, including its Service Standards and its Code of Conduct. CLINICAL PRACTICE * Provides leadership and direction by planning, organizing, managing, directing and delegating authority / responsibility to meet the day-to-day operational activities of the float teams, administrative nursing supervisors, and staffing office by determining policy, program priorities, and the utilization of resources to fulfill established institutional objectives and the delivery of optimal health care services. * Creates a clear organizational vision and provides leadership in integrating programs and services with the hospital's primary functions by supporting organizational philosophy, goals, policies, mission, priorities and vision, and by delivering optimal quality health care services. * Establishes strategic and operational direction consistent with hospital and health system objectives and in compliance with regulatory guidelines at state and federal levels regarding patient care and staffing of such. * Designs and implements processes for continuous quality and safety of staff and patients and improvement of all clinical practices, services and operations by managing the design and implementation of systems, processes and methods to evaluate and improve safe patient care across the continuum. COMMUNICATION * Implements communication strategies for team effectiveness and interdisciplinary performance changes. * Develops and maintains collaborative relationships/partnerships with nursing executives and managers/supervisors, medical staff, and peers, in all hospital departments and disciplines to enhance problem solving, decision making and performance improvement. * Coach direct leadership team on effective and efficient communication strategies with staff and other employees in the organization. FISCAL ACCOUNTABILITY * Performs and/or directs a wide range of financial and business management activities such as overall business planning, preparing operating and capital budgets, tracking revenue and expenses, monitoring budget variances, financial trend analysis and modeling, cost/benefit analysis, and cost-containment strategies * Identifies unit/capital budget needs in collaboration with physician and nursing colleagues. HUMAN RESOURCES * Oversees the appropriate hiring of staff. Ensures that orientation, staff training and development programs are in place and provided to all staff. Responsible for the systematic evaluation of staff performance. Ensures personnel policies and procedures are followed and monitored. Interviews, selects, provides orientation and training for, and evaluates the performance of staff, including subordinate managers and supervisors. Recommends and/or approves disciplinary actions or responses to grievances. * Performs related duties such as selecting and evaluating the performance of key reporting staff; preparing various reports, correspondence and position papers; conducting and/or attending meetings and conferences * Plans, organizes, develops, directs, coordinates, and evaluates activities and resources (human and material) necessary for quality patient care and efficient, cost-effective operations * Remains current with trends and changes in practice both within discipline and in regard to the overall organization and health care environment. * Recommends and/or approves disciplinary actions or responses to grievances. LEADERSHIP * Directs the managers responsible for the twenty-four (24) hour responsibility and accountability for the operation of the assigned units. * Functions as a resource to staff and interdisciplinary team members and interdepartmentally, consults on nursing care and professional nursing practice. * Collaborates with the executive team and other senior staff in the development of organizational programs. * Oversees and manages all personnel related functions of staff in area of responsibility. * Directs and ensures continuous quality and safety of staff and patients and improvement of all clinical practices, services and operations by managing the design and implementation of systems, processes and methods to evaluate and improve safe patient care across the continuum. PERFORMANCE IMPROVEMENT * Assumes responsibility for accessing and utilizing appropriate data in order to monitor hospital operations to optimize teams function. * Accountable for achieving patient and staff satisfaction targets for the organization and areas of responsibility. * Develops, implements, and evaluates process improvement projects/process in order to continually monitor and improve patient care. * Develops and monitors performance of nursing service excellence plans to support superior service delivery; supports implementation of successful practices to address performance enhancement opportunities. * Collaborates with nursing leadership to strategically implement nursing resources, including float teams, when necessary. PROFESSIONAL DEVELOPMENT * Facilitates professional development and clinical growth of nursing staff through implementation and maintenance of unit specific competencies. * Promotes and facilitates educational opportunities based on assessment of staff needs. QUALITY MANAGEMENT * Determines program priorities by evaluating the needs of target populations and assessing the availability of human, fiscal, and equipment resources in order to implement policy and programs effectively. * Directs, reviews, and determines priorities and evaluates operating and capital budget requests for services. Monitors ongoing revenue and expenses for services for conformance to the approved budget, taking corrective action as needed for variances. Works collaboratively with other members of the management team in providing cost-effective and efficient operations. Minimum Qualifications Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying. * Education : Bachelor of Science in Nursing (BSN) required. Master's degree in a work-related field/discipline from an accredited college or university required. * Experience : Six (6) years of progressively responsible and directly related work experience * License/Certification : CA Registered Nurse (RN) * License/Certification : Specialty Certification from American Nurses Credentialing Center (ANCC) -OR- Certified Nurse Manager from AONE (CENML) -OR- Certified in Executive Nursing Practice from AONE (CENP) within six months of hire Knowledge, Skills, & Abilities These are the observable and measurable attributes and skills required to perform successfully the essential functions of the job and are generally demonstrated through qualifying experience, education, or licensure/certification. * Knowledge of the current theories, principles, practices and standards of as well as emerging technologies, techniques, issues, and approaches in the nursing profession, particularly those applicable to the area of assignment/expertise. * Knowledge of leadership and management skills essential to the practice of nursing, principles and practices of and current trends in healthcare delivery and hospital system organization and administration. * Knowledge of the types of nursing practice and delivery systems, understanding of the complexity of the nursing practice environment, roles and responsibilities of the complexity of the healthcare team member to achieve quality outcomes. * Ability to contribute to health care policy formulation when working in partnership with a multidisciplinary team of health care providers. * Ability to delegate responsibly to others, activities according to ability, level of preparation, the standards of practice and regulatory guidelines. * Ability to develop programs and lead process improvement projects. * Ability to establish the strategic direction and business plans for a functional group. * Ability to initiate and implement change conducive to the improvement of the quality and safety of patient care delivery. * Ability to provide leadership, influence others. * Ability to supervise, coach, mentor, train, and evaluate work results. * Ability to use information and keep abreast of developments in technology to communicate, manage knowledge, mitigate error, and support decision-making in patient care. * Knowledge of current theories, principles, practices, standards, emerging technologies, techniques and approaches in the nursing profession, and the health care system, and the responsibility and accountability for the outcome of practice. * Knowledge of laws, rules and regulations; standards and guidelines of certifying and accrediting bodies; hospital and department/unit standards, protocols, policies and procedures governing the provision of nursing care in the area of assignment. * Knowledge of principles and practices of organization, administration, fiscal and personnel management essential to the practice of nursing in the larger context of health care. * Knowledge of principles, practices and current trends in health care and hospital system organization and administration sufficient to provide clinical management, leadership, coordination, and operational direction for assigned areas of responsibility.
