Job Description:
To qualify for this position, applicants must meet all
requirements by the closing date of this announcement, 04/07/2021.
Time-In-Grade Requirement: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. For a GS-13 position you must have served 52
weeks at the GS-12. The grade may have been in any occupation, but
must have been held in the Federal service. An SF-50 that shows
your time-in-grade eligibility must be submitted with your
application materials. If the most recent SF-50 has an effective
date within the past year, it may not clearly demonstrate you
possess one-year time-in-grade, as required by the announcement. In
this instance, you must provide an additional SF-50 that clearly
demonstrates one-year time-in-grade. Note: Time-In-Grade
requirements also apply to former Federal employees applying for
reinstatement as well as current employees applying for Veterans
Employment Opportunities Act of 1998 (VEOA) appointment. You may
qualify based on your experience as described below: Specialized
Experience: You must have one year of specialized experience
equivalent to at least the next lower grade GS-12 in the normal
line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are
not limited to: Knowledge of health care system operations,
policies, and procedures, as well as VA regulations, policies and
program guidelines. This position requires thorough knowledge of
Joint Commission standards and scoring guidelines. Knowledge of
systems redesign methodologies, as well as skill in applying
analytical methods, techniques and evaluation criteria and
measuring the effectiveness of performance improvement programs.
Knowledge of various fact finding and quantitative management
techniques, such as data collection, cause-effect diagrams,
histograms, Pareto analysis, performance measurement, etc. Leads
the collection, analysis, trending and communication of data in a
continuous feedback loop to administrative, business, and clinical
services so that they will know their level of performance, as well
as the targets identified by health care system, network, and VACO
leadership. Plan, organize and carry out complex duties involving
multiple programs within time constraints, without direct
supervision. The individual must have the ability to establish and
maintain effective working relationships with clinical and
administrative staff. Discreet, use tact and diplomacy, and
exercise good judgment in all interpersonal interactions. The
individual must be able to communicate effectively, both verbally
and in writing, with clinical and administrative staff.
Knowledgeable of confidentiality regulations and must demonstrate
responsible management of all identifiable information. He or she
must possess strong public speaking and presentation skills and
must be able to develop and present information before groups
composed of health care system and network top management.
Additionally, the individual must possess strong coaching and
teaching skills and be able to widely disseminate the knowledge of
TQM practices across the organization. Knowledge of VISTA and CPRS
computer packages as well as knowledge of other clinical packages
used for extracting patient data. He or she must be able to detect
inconsistencies or errors in data, determine the source of the
problem and recommend ways to correct the data problem. The
individual must have the ability to abstract data from the CPRS
records and VSSC. The individual must attain and maintain skills in
operating personal computer software programs, including but not
limited to Microsoft Word, Access, Excel, PowerPoint, MS Project,
MS Visio, and statistical applications (e.g. Minitab, QI Macros).

DevelopmentProject Management Experience refers to paid and unpaid
experience, including volunteer work done through National Service
programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religions; spiritual;
community; student; social). Volunteer work helps build critical
competencies, knowledge, and skills and can provide valuable
training and experience that translates directly to paid
employment. You will receive credit for all qualifying experience,
including volunteer experience. Note: A full year of work is
considered to be 35-40 hours of work per week. Part-time experience
will be credited on the basis of time actually spent in appropriate
activities. Applicants wishing to receive credit for such
experience must indicate clearly the nature of their duties and
responsibilities in each position and the number of hours a week
spent in such employment. Physical Requirements: Regular and
recurring work is mostly sedentary involving sitting at a desk,
although the position requires the ability to move from one
geographic location of the facility to another. The incumbent works
with a computer screen and keyboard. Some physical effort, such as
standing, walking, bending or prolonged sitting, may be required.
