facilities. Job Description: Position Summary: The Associate
Engineer, Capital Planning at Client provides essential technical
support for the Company's Capital Improvement Program (CIP), water
resource planning, and regulatory initiatives. Reporting to the
Engineering Unit Manager, Capital Planning, this position is
designed for engineers who have recently earned their Professional
Engineer (PE) license and are ready to apply their knowledge to
real-world utility infrastructure challenges. The Associate
Engineer performs engineering analyses, supports hydraulic
modeling, and assists in the preparation of planning documents and
regulatory filings. The role involves close coordination with
senior engineers, analysts, and cross-functional teams, offering
meaningful opportunities to build technical expertise and gain
exposure to long-term infrastructure strategy in a regulated
utility environment. Specific Responsibilities: Support a strong
safety culture by following company safety policies, OSHA
regulations, and best practices during field and office activities.
Assist in the evaluation and development of capital improvement
projects, including scope development, schedule preparation, and
cost estimating under the guidance of senior staff. Contribute to
planning documentation required for General Rate Case (GRC)
filings, including technical support for cost justifications and
infrastructure needs assessments. Perform preliminary engineering
analyses, conduct feasibility reviews, and prepare planning-level
evaluations of system improvements. Support the development, use,
and maintenance of steady-state and extended period hydraulic
models to analyze water system performance and assess project
needs. Contribute to the preparation of Urban Water Management
Plans, Water Loss Audits, and other state-mandated reporting
requirements. Prepare technical documentation for fire flow
requests and system capacity evaluations for development projects
and infrastructure upgrades. Coordinate with departments such as
Operations, GIS, Engineering Design, and Water Quality to collect
data, align planning assumptions, and support collaborative
planning activities. Participate in planning workflow improvement
efforts and contribute to the development of internal tools,
templates, and procedures. Engage in technical discussions and
receive mentoring from senior engineers and planners to further
develop planning, regulatory, and modeling expertise. Required
Knowledge Skills & Abilities: Foundational understanding of capital
planning processes and water system infrastructure, including
pipelines, pumping stations, and storage facilities. Familiarity
with hydraulic modeling software (e.g., InfoWater, WaterGEMS), GIS
platforms, and CAD tools. Ability to interpret regulatory standards
and engineering design criteria; familiarity with CPUC and state
planning requirements is a plus. Strong analytical,
problem-solving, and organizational skills with attention to
technical detail and documentation quality. Effective communication
skills, both written and verbal, for use in technical documentation
and team collaboration. Eagerness to learn, adapt, and grow in a
collaborative team environment with an interest in utility
infrastructure planning. Required Education and Experience:
Bachelor's degree in Civil Engineering or a related field from an
accredited institution. California State Registration as a
Professional Civil Engineer is required. Minimum of 2 years of
engineering experience in water or wastewater system planning,
infrastructure design, or related utility engineering work.
Experience with capital improvement programs, regulatory
documentation, or hydraulic modeling tools is preferred. 3rd party
and subcontract staffing agencies are not eligible for partnership
on this position. 3rd party subcontractors need not apply. This
position requires candidates to be eligible to work in the United
